SELECTION OF TARGET AREA

When our team arrived in Araria with the relief material we discovered that it was easiest to hand over the relief material to district administration and go back. Soon we also found that the district authorities had plenty of material already lying in stocks due to the fact that they lack human resources and adequate facilities. After the rapid assessment we selected the location of Sursar Hanuman Nagar where 400 families had been staying in hutments on the embankment of Sursar river and on the roadside. About 200 families of them actually belonged to Hanuman Nagar village (Achra panchayat of Araria district) and Thuthi village (Supaul district). About 80 families were from number of villages of Supaul district, while rest 120 families belonged to different habitations of Achra panchayat. This location remained neglected by various agencies because of its remoteness.

On interaction with the district administration, the erstwhile District Magistrate Mr. Indersen Singh suggested us to access 3 left-out panchayats – Bela, Basmatia and Babuaan – where none reached with relief material. Government had also not covered these 3 panchayats due to extreme difficulties to reach the inundated villages. These 3 panchayats have over 30 villages. All the villages of Babuaan panchayat drowned, while majority of the villages of Basmatia and Bela panchayats inundated. All roads going into the villages of these 3 panchayats were either damaged or drowned, so there was no dry way to access the villages. Villages of Babuaan panchayat were accessible through boats only. Basmatia village could be approached by road via Nepal, but the road from Bhutaha (Nepal) to Basmatia was disconnected due to wash off of a bridge on Sunsari river in Bhutaha. Bela was accessible by road via Inerva (Nepal) only. After assessing the area physically we selected these most inaccessible panchayats for our relief operation.

Thus in total about 40 villages have been accessed to deliver our relief work.

 

BRIEF DETAILS OF RELIEF WORK IN ARARIA

The primary task for us was to rapidly assess the situations of damage in Araria district, which we did concurrently from 17 September till 20 September. We placed the order of food material in Araria. Aslam Store had supplied the food material. For packing of the food material the head of Imaarat Sharia (Araria) provided the warehouse facilities as well as volunteers support. Our team members Mr. Jawahar and Mr. Ramjeevan took care of the packing of food material. Apart from hired labour the Madarsa students and some boys of neighborhood helped in packing the food material. Each food packet contained 4 kg choora or 3 kg rice, 1 kg chana, 500 gram moodhi or 500 gram daal, and 50 gram milk powder. We had decided to distribute one packet per family (of 5-6 members). If the family was large (i.e. 8-12 members) we had to give 2 packets, but this provision could not work.

For the distribution of food packets we had devised a mechanism at community level. For example, in Bela, Babuaan and Hanuman Nagar, we had selected 5-8 members each to act as Relief Distribution Committee. Mukhia (panchayat head) or panchayat ward member was also the member of the Committee. That committee had prepared a list of eligible victim families who were needy. As per the list prepared, we issued a coupon to each family. Once we carried the desirable number of food packets by tractor to the location, we fixed a spot for distribution. The coupon holders made a queue and got the packets one by one. That arrangement had been made to avoid the loot, coercion, etc. An official of district administration, Mr. Patwari Soren, accompanied us during the distribution and he reported to the government authorities about our work. There was a provision of 150 tents and plastic sheets in the project, which we purchased from Delhi and transported to Araria. As we did not have a qualified doctor with us, we had to deposit all the purchased medicines in Civil Hospital of Araria. All the chlorine tablets and bleaching power were given in Sursar Hanuman Nagar only. Some handpumps for drinking water were also installed in Sursar area. One of the handpumps was installed exclusively for adolescent girls who needed privacy while taking bath. Since we were in close contact of the district administration, the government officials helped us in various logistics and official matters.

* From 16 October’08 a skill development centre is operational in Vinoba Ashram Araria new Araria College relief camp where about 45 girls/women from flood victim families are getting training. A shed is also prepared for the same purpose in Sursar, but it is not yet started due to lack of resources.

 

DETAILED PROCESS OF EXECUTION OF RELIEF WORK

Sursar Hanuman Nagar (Achra Panchayat)

After getting the letter of permission from Mr. Suman Kumar, Coordinator NGO Cell, District Flood Relief Office, Forbesganj, we distributed 655 coupons in Sursar area. We started the issuance of coupons at around 12 noon and finished around 10 pm on 22 September’08. The work was initiated from last corner of the embankment of Sursar river. The local community volunteers, the panchayat ward member Mr. Rozit, and Mukhia of Achra panchayat and his brother Mr. Anil assisted in the distribution of coupons door-to-door. There was little disturbance when we moved towards Sursar bazaar, but the distribution was peaceful. Next day on 23 September, the food packets were loaded in the tractor at Araria. Since it was the first day, the tractor reached Sursar at 4:30 pm. It was little raining at that time. With the involvement of local community volunteers and panchayat ward members, we peacefully distributed the food packets in Muslim tola. Mr. Danish Aziz of Islamic Relief India and the Imaam of mosque with Mr. Anil inaugurated the distribution of food packets. Separate queues of females and males were made. With little hurdles and disturbances the distribution was over in Muslim tola of Sursar. Though that location was safer for distribution, we moved the tractor to the roadside spot opposite to residence of Mukhia. It was done on insistence of Mr. Anil and Up-Mukhia (deputy head of panchayat). At that location the crowd became uncontrollable. However, with the help of police and panchayat members, we had distributed the food packets somehow and finished all coupon holders. The moment we stopped the distribution and left with merely 13 packets the environment became tense and unfavourable. Seeing the chances of loot of the remaining left-out packets and the tents we carried for distribution, we quickly turned down the idea of opening the tents at that time. So we moved the tractor out of the crowd. Yet several tents were theft from the trolley. In the past most of such distributions ended up with loot especially on roadside of Sursar, ours was a successful distribution. Looters were generally one particular community people, who actually created hardships for other weaker communities such as Adivasis, Musahars, Muslims and Daas.

Learning from above our team members Mr. Basant decided to confine further work to the people who were (are) staying on both the embankments of Sursar river. Mostly the Muslims were settled on western embankment and Dalits on eastern embankment of Sursar river. About 400 food packets were distributed further to the inhabitants of western embankment on 30 September keeping in mind the onset of Eid-ul-Fitr. Mr. Basant and Mr. S. K. Mishra did the distribution in presence of government official, Mr. Patwari Soren. On 24-25 September, Mr. Basant and Mr. Danish selected the eligible beneficiaries in Sursar for giving the tents. They also invited the community to earmark the spots for handpum installation for drinking water. The community decided one handpump aside the new mosque temporarily established towards the last corner of western embankment. 4-5 tents were also given to cover the open mosque. Other handpump was decided to be installed exclusively for the girls. One handpump was decided to be installed in the middle of the habitation on western embankment, while one was installed on eastern embankment. Before 28 September, all tents and the handpumps were installed by the people. Mr. Danish bought the handpumps in Forbesganj with the active involvement of community leaders and our team member Mr. Dhiraj Kumar. 2 bundle of plastic sheets and 7000 chlorine tablets with 10 kg bleaching powder were also given to victim families in Sursar area. A shed was also prepared in Sursar for the purpose skill development of girls/women, but it is not yet started due to lack of resources. Since the strategy of work was changed, the team faced no further problem in Sursar. Our team has developed good rapport and relations in the community there. On 11 October 2008 Mr. Najeebhun Mohamed Ally from Islamic Relief Mauritius also visited Sursar area to assess the situations. Grassroots India facilitated his visit to the area.

 

Babuaan Panchayat

Our work in Babuaan panchayat was most successful work. It is because the local people supported our work very much. Volunteers from New Maheshpatti, Chilmilia and Bada Babuaan met us right in Araria town. Based on our discussions with them, we prepared plan of distributing the food packets there. On 24 September 2008, Mr. H. Arjjumend and Dr. M. Mukhtar Alam went to New Maheshpatti with Mr. Anwar, a local villager. As the road was damaged and floodwater was flowing at Yaadav tola, Mr. Mustafa, community leader, took us across waters to the point where boat was waiting for us. It was 3-4 ft water in which the boat carried us to the village and reached there at 2 pm after 2 hours sailing. As the list of eligible families was prepared by Mr. Mustafa and Mr. Anwar, we immediately started issuing the coupons in the village. Coupon distribution work continued till 10 pm. After issuance of 700 coupons, some people of adjacent habitations came in and began voicing their concerns. Actually that village was contiguous village having one socio-cultural unit. But unfortunately the village is splitted administratively into 4 wards, only one of which lies in Araria district and rest 3 lie in Supaul district. Seeing the ground situations we had to include the other habitations into our distribution plan. As a result 600 more packets were added into the plan. In this way we covered New Maheshpatti (ward-7), Shankarpur (ward-13 & 14), Mansoori tola (ward-13), Parmanadpur and Chilmilia habitations.

Mr. S. K. Mishra brought the loaded tractor till Yaadav tola where the bags were unloaded. About 20 volunteers of New Maheshpatti escorted the tractor right from Manikpur (about 12 km back). After unloading of the tractor, the bags were carried by community volunteers on head till the point of boats. The volunteers had been performing roza (fast) while carrying the food material on head and through boats. They kept transporting it by boats throughout night, and could finish at 6 am of 25 September. Mr. Mishra reached New Maheshpatti at 10:30 pm. We all 3 team members were hosted by Mr. Mustafa that night. In the morning at 5 am, Mr. Mishra left New Maheshpatti to Araria for bringing next tractor load. On the way he informed former Mukhia of Maheshpatti to prepare a list of eligible families.

Mr. Arjjumend and Dr. Alam began the distribution of food packets to coupon holders at 8 am and finished the work by 11 am on 25 September. It was very peaceful distribution.

We then moved back from New Maheshpatti. On the way back to Ghurna, we handed over 300 coupons in Yaadav tola (Maheshpatti) for issuance as per their list. There again we were contacted by people from Ansari tola with a list of 400 families. Actually, one Mr. Shahabuddin was with us since 24 September. So we handed over 400 coupons to his delegation. On arriving Ghurna Mr. Danish and Mr. Soren also joined us who actually came from Sursar. Soon we were contacted by Mr. Aleem, panchayat ward member, from Mansoori tola and Mr. Shahjamal from Chhota Babuaan with their respective lists of 300 each. We also handed over the coupons to them. We, simultaneously, sought the assistance of the volunteers of each beneficiary party.

In the evening the loaded tractor was escorted by about 30 volunteers. On the bridge of Sursar river off Ghurna, we stopped the tractor for unloading. But seeing the increased crowd around the tractor we took the tractor to road cut at Yaadav tola. It was dark that time. Then we safely unloaded the bags and handed over to each party as per their allotments. The bags for Yaadav tola were unloaded at the last. It was done strategically because they had to escort the material till the end. Thus each party escorted the bags in their possession. They were clearly instructed not to open any bag until our team members reach their respective villages for distribution. Meanwhile they could issue the coupons. At the time of unloading many people from adjacent villages gathered around and tried to create nuisance, but we tactfully handled them. When rest of the team members returned to Araria, Mr. S. K. Mishra and Mr. Soren departed in the same evening to Mansoori tola by the boat where they stayed overnight. They distributed the food packets by themselves on 26 and 27 September in Mansoori tola, Chhota Babuaan, Ansari tola and Yaadav tola. While distributing in Yaadav tola, the people of Sarpanch tola also contacted Mr. Mishra and took 700 coupons. Mr. Mishra managed to distribute 700 packets in that habitation. In this way we could distribute 2000 food packets in Babuaan panchayat. Except little disturbance in Ansari tola, there was complete peaceful operation in whole panchayat.

 

Bela Panchayat

Our relief operation in Bela panchayat became a nightmare. We accessed Bela via Nepal on 19 September and on 27 September. Both the visits to Bela have been described in detail in the form of two stories: “relief work with misadventure – part 1 & part 2”. After the mishap of 27 September, our team sent the food packets to Bela later on 30 September 2008. The team again visited Bela on 18 October 2008 to appraise the situations and recreate our rapport in the communities.  

Relief Work with Misadventure – Part 1

On 18 September 2008 we got advice of district magistrate (DM) of Araria to deliver the relief work in Bela, Basmatia and Babuaan panchayats where nobody had reached by then with the relief material. These 3 panchayats exist closest to the Kusaha dam of Kosi river, which breached on 18 August 2008. as the connection to these 3 panchayats became completely obstructed due to inundation, accessing the villages there and carrying relief material was extremely difficult. Bihar Flood Relief Project 2008 had the priority of reaching the unserved populations of the victims. So we took the advice of DM Araria as challenge. Mr. Suraj Kumar, Executive Magistrate of Araria, also advised us the same. After meeting Mr. Suman Kumar, Coordinator NGO Cell, Flood Relief Office Forbesganj on 19 September and getting his guidance, we proceeded to Basmatia/Bela.

Around 4 pm we entered Indo-Nepal border at Jogbani. We took route to Inerva via Biratnagar, Duhvi and Itahri. At Inerva it was roza iftaar time, so we did iftaar there. Then we moved to Bhutaha via Gautam Nagar, Babia and Jalpapur. In Jalpapur, two local youths – Mr. Ehasan and Mr. Tafazzul – met us and they accompanied us till Bhutaha where we reached at 7:30 pm. We were shocked to see that Sunsari river breached the bridge thereby blocking the way to Basmatia. The villages, however, themselves constructed 4-ft wide bamboo bridge (locally called as ‘chachari’) on the river. Obviously, our Bolero jeep couldn’t go further. Following the guidance of local people we returned back to Inerva and took other route to Basmatia. From highway we took village road to Ulti. About a kilometer ahead our vehicle faced obstacles. Somehow we succeeded moving ahead. But when we reached a canal, our companion local youths also got confused and lost the way further. Again the local villagers guided us to take another route if we were to go to Basmatia or Bela. We had no option but to return back on the highway and move towards Phool Chowk. Here we were very careful to take turn. All of us (H. Arjjumend, S. K. Mishra and Mukhtar Alam) were confident to reach our destination. When we stopped vehicle in Lokhi village and got to know that we were close to Bela, our moral boosted. Cross the no-man’s land we stopped at SSB Camp. There we were at 8:45 pm.

Officers of SSB – Mr. N. N. Deka and Mr. Ritesh Srivastava – facilitated us and extended cooperation. After formal introduction we moved ahead towards temporary shelters of flood victims. We were amazed to see large gathering of people around us. Then we held a detailed meeting with the flood victims. Mukhia (panchayat head), Mr. Rajendra Kumar Rai, also joined us after a little while. In that meeting of 150 people we discussed the following points:
  — At 9 pm on 18 August the residents of Bela ward no. 3 (refugee camp) somehow managed to escape and gathered around SSB Camp. About 500 families were staying at that location.
  — SSB had provided some tents for temporary shelters. However, 40 families were staying in school building and 150 families were staying without adequate tents.
  — Bela ward no. 1, 2, 3, 4, 5, 6, 7, 8 & 9 were affected. Worst affected was ward no. 3.
  — Gram panchayat distributed 4-5 kg food only. For last a month no relief was provided to the affected people.
  — The victim families had lost their agriculture, animals and everything. Few persons were reported dead in the flood waters.
  — Mukhia, teacher Mr. Daulat Prasad, SSB officers and dozens of villagers suggested us the mechanism of relief distribution if we carry it there. They had suggested that they would prepare list of needy families.
  — Once we took the food packets, tents, etc. there, the families would be given the food packets right at their doorstep. Peaceful and systematic distribution was assured by the people present there. SSB officers promised full cooperation in that process.
  — Mukhia stressed the need of 100-150 tents and medicines apart from food.

We could conclude the meeting only at 10:05 pm and return back. We then came to know that the Jogbani border shuts down at 10 pm, and we halowing the strict orders of Nepal government, no shop was open at midnight. We had thus to sleep hungry in the Hotel Swagatam. d no option of crossing the border when we arrived back there at 11:45 pm. We were then to stay in Biratnagar. But, following the strict orders of Nepal government, no shop was open at midnight. We had thus to sleep hungry in the Hotel Swagatam.

 

Relief Work with Misadventure – Part 2

Following the advice of Sub-Divisional Officer (SDO) Forbesganj, we moved an application on 22 September for crossing Dewanganj border of Nepal in order to carry the relief material to Bela. Bela's Mukhia was also supposed to meet us in Forbesganj on 22 September, but he did not turn back. He was to give us the list of beneficiaries and to guide the actual distribution. Our tractor was ready with 1130 food packets loaded on 26 September. We procured 8 letters written by SDO Forbesganj for CDPO and SP of Sunsari (Nepal), SSB posts and concerned police stations. We then moved to Indo-Nepal border at Dewanganj after handing over the letter to police station at Phulkaha.

We we crossed the no-man's land before Dewanganj the SSB jawans stopped the tractor and asked us to submit letter at SSB post far behind. In fact we did not notice the SSB post a kilometer before the no-man's land. Mr. Mukhtar went to SSB post by a villager's motorcycle and spoke to the officer-in-charge. The officer at SSB post finally ordered to bring the loaded tractor back to the post for checking. It was, of course, bit harassing. But we had no option as we committed mistake of overlooking the SSB post. There the SSB jawans checked the food material in tractor thouroughly. At Dewanganj police station of Nepal it was iftaar time. We got clearance very quickly because the police incharge Mr. Yadav and Mr. Sharma knew us well during our previous visit. The way was straight to Inerva. We haulted at Harinagar for tea break and gradually moved to Inerva via Bhutaha and Jalpapur. There we submitted the letter in SP office. Later we found one fair hotel to stay overnight and get food. Around 11 pm we had dinner and slept.

At around 6 am of 27 September we reached Bela's SSB post. There we had to kill about 2 hours in all discussions with Inspector-in-Charge. We left the Bolero and tractor at the SSB barrier and moved to Mukhia house. Danish Bhai and Basant Bhai started discussing with Mukhia in the presence of crowd. We briefed him the plan of distribution and erection of tents. He was not sure where to install the tents, which he himself requested in order to shift the families residing in school building. On demanding the list of families for food packets distribution, he replied he could prepare list of about 450 families displaced primarily. He ordered someone to bring the list, but it took 40 minutes to bring the list. On demanding the list of other affected wards he repeatedly mentioned that it would be a dispute if new lists were prepared. Smelling the mischief of Mukhia and his insistence to escape quickly, we announced for the preparation of lists of left-out wards. Our weakness was that we could not properly map the affected habitations of Bela panchayat and more relied on Mukhia (which we did not do in rest of the areas). Under the pressure of time constraint we also could not hold coordination meeting among ourselves. We loosely decided that Mr. Danish and Mr. Basant would erect the tents, and Mukhtar and Arjjumend would distribute the food packets. Finally, on the advice of Mukhia and others, Mr. Danish and Arjjumend advised 2 villagers to bring our tractor to the school building. This was our major mistake. It also happened because SSB Inspector too advised to distribute in the school. Finally, we took tractor and Bolero in the compound of school.

When Mukhtar and Arjjumend reached school, Mr. Danish and Mr. Basant had started their work of erecting tents. But soon they went out and engaged in peaceful installation of tents. They erected one good tent as a sample. Since we had not given the bamboo it was not possible for anyone to erect the tent immediately. However, they did with the cooperation of a dalit family. Danish photographed nicely. But their work was disturbed when Mukhtar reached there with additional lists of food distribution. Mr. Arjjumend and Mukhtar sat in the verandah of school and started issuing coupons with the help of a school teacher and 2-3 local volunteers. The crowd was making immense noise and trying to grab us. The struggle of coupon distribution was tough amid the huge crowd and noise. Somehow, Mr. Arjjumend could finish 464 coupons. It took several hours. Till then a bunch of alternative lists was in hand of Mukhtar. The crowd was on our heads letting not to do anything. Mr. Arjjumend decided not to distribute the coupons further and take the tractor back to SSB post. The SSB jawans who arrived for security purpose were not able to control the mob. Once Mr. Arjjumend managed the tractor to move out of school the mob barracked with the cycles and stopped the tractor. Several youths asked him to continue distributing the coupons and they would control the crowd. He along with Mukhtar resumed the seats and started handing over the fixed number of coupons to list holders (community leaders). But suddenly 20 hands snatched all the coupons away from Mr. Arjjumend's bag pocket and some pulled his bag (having cash as well as camera apart from records). He somehow managed to rescue his bag. Then immediately the SSB Incharge took his and Mukhtar out of the mob and large number of Das and Paswan youths escorted us and we thus moved back to SSB post.

On reaching SSB post we found that Mr. Danish was sitting under SSB hut. He escaped in the Bolero before us. He also mobilized SSB officer Mr. Deepak Jaiswal to send the force, which was ianctive till then. About 10 jawans ran towards school
the school. They were supported by a few dozen more jawans when the crowd disturbance escalated. Regretabbly, arising from this serious crowd disturbance our truck driver sustained injuries from crowd violence and Basant Bhai had been robbed. 

Mr. Arjjumend informed Mr. Suman Kumar by phone about the incidence. He advised to bring the material back. We wrote a letter to SSB Commandant indicating whole happenings and got receipt of SSB Inspector. After arranging alternative driver we took the tractor back, and the injured driver in Bolero. On the way back we informed Dewanganj police station and SSB post at Phulkaha about the return of loaded tractor. We finally reached Araria at 8 pm on 27 September. Quickly the driver was admitted in a clinic with the help of Mr. Rizwan, a friend of Mr. Arjjumend.

The same food material was sent to villages of Bela on 30 September by Basant Bhai and S. K. Mishra.


Basmatia Panchayat

Since the material we had finished while distributing in Babuaan, Bela and Achra panchayats, we could not cover Basmatia panchayat. This panchayat exists in between Babuaan and Bela, hence it is most inaccessible panchayat.


Relief Camps

Some material (as explained in table above) was given in Sonapur camp, Azad Academy camp, Araria College camp and Jaiprakash Nagar camp.

OTHER ACTIVITIES

  • For the purpose of preparing a plan on initiating REHABILITATION and LIVELIHOODS IMPROVEMENTS program, we have collected information from field by involving the local community volunteers. Our plan on further action is almost ready and would be available on website too.
  • Mr. Danish and Mr. Basant attended meeting of Inter-Agency Group at Forbesganj on 24 September 2008, in which Mr. Suman Kumar praised the work of Grassroots India and Islamic Relief. We attend some meetings of UNDMT in New Delhi. We are networking with several networks on Bihar flood relief and rehabilitation.
